Wie wirkt Planung? Theorie und Praxis der strategischen Stadtentwicklungsplanung am Beispiel Wohnen in wachsenden Großstädten

Abstract

Die strategische Stadtentwicklungsplanung gewinnt seit einigen Jahren (wieder) an Bedeutung – in der Praxis ebenso wie in der Wissenschaft. Im Handlungsfeld Wohnen werden vor allem in größeren Städten und unter Einbeziehung öffentlicher, privatwirtschaftlicher wie zivilgesellschaftlicher Akteure kommunale Konzepte zum Wohnen erarbeitet sowie andere kommunikative und kooperative Entwicklungsansätze angewendet. Die Kommunen zielen darauf ab, Strategien für einen Umgang mit Wohnungsknappheit, sozialräumlicher Polarisierung und der Bereitstellung von preiswertem Wohnraum zu entwerfen, unter anderem auch, um strukturpolitischen Vorgaben zu entsprechen. Gleichzeitig sollen unterschiedliche Akteure aktiviert und durch Selbstbindung an der Umsetzung beteiligt werden. Vor allem im Handlungsfeld Wohnen kommt dies zum Tragen, da eine breite Vielfalt an Akteuren beteiligt ist. In der Fachwelt existiert weder ein einheitliches Verständnis von strategischer Planung noch eine eindeutige planungstheoretische Einordnung. Von einigen Wissenschaftlern als neuer Paradigmenwechsel und „turn to strategy“ interpretiert, der Parallelen zu Ansätzen der Management- und Organisationstheorie andeutet, wird strategische Planung von anderen als eine Familie von bereits bestehenden Planungsansätzen angesehen. Das Verhältnis von Planungstheorie und Planungspraxis erscheint in diesem Zusammenhang weiterhin offen, zumal eine systematische empirische Fundierung der theoretischen Ansätze strategi-scher Planung – wie auch von Planungstheorie im Allgemeinen – weitestgehend aussteht. Im Zentrum steht ferner die Frage nach den Wirkungen von Planung, die Strategieumsetzung und Strategieanwendung. Die Durchführung von umfassenden Evaluationen kann zur Schärfung der Disziplin Planung und zur Weiterentwicklung von Planungstheorie beitragen. Ziel der Forschungsarbeit ist es, das Wissen um die Wirkungen strategischer Planung zu vertiefen und im Hinblick auf die planungstheoretischen Grundlagen zu reflektieren. Im Fokus der Untersuchung stehen dabei die reale Umsetzung und Anwendung strategischer Stadtentwicklungsplanung im Handlungsfeld Wohnen in den wachsenden Großstädten Frankfurt am Main und Münster. Mögliche Wirkungszusammenhänge zwischen dem Handeln der Akteure des Handlungsfeldes, den kommunalen Konzepten zum Wohnen und der realen Entwicklung in der Stadt gilt es zu entdecken. Aufgrund der engen Verflechtung mit weiteren Fachdisziplinen und vermeintlichen Lernpotenzialen wird ein transdisziplinärer Forschungsansatz gewählt. Die Forschungsarbeit hat gezeigt, dass von strategischer Stadtentwicklungspla-nung Wirkungen ausgehen, allerdings deutlich eingeschränkt. Die Strategieanwendung wird vorrangig über den strategischen Diskurs beeinflusst, der als Bezugsrahmen für das Handeln eine besondere Bedeutung besitzt. Die Strategieumsetzung wird in besonderem Maße durch den institutionellen Kontext wie auch durch die Rahmenbedingungen der Umwelt geprägt, die Einfluss auf die Handlungsweisen der Akteure besitzen. Die Handlungspraxis ist dabei stets durch rationale wie auch inkrementelle Elemente geprägt, wobei letztere einen deutlichen Einfluss auf die Wirkungen strategischer Stadtentwicklungsplanung im Handlungsfeld Wohnen nehmen. Eine direkte Umsetzung von strategischer Stadtentwicklungsplanung wie auch die langfristige Wirksamkeit von Strategien ist deshalb nicht zu erwarten. Vor diesem Hintergrund ist die Rolle von Plan und Prozess in der strategischen Stadtentwicklungsplanung stets neu zu interpretieren und an die lokalen Rahmenbedingungen anzupassen.

The topic of strategic urban planning has regained momentum in the last several years, in practice, as well as in the academic world. Strategic plans are developed, and communicative and cooperative approaches taken in the field of housing (especially in larger cities) by incorporating stakeholders from public and private sector, as well as civil society. Many municipalities aim at developing strategies in order to deal with housing shortage and social-spatial polarization, and providing affordable housing to comply with the requirements of structural funding. Simultaneously, this process binds a broad variety of stakeholders, especially in the field of housing. A common understanding of strategic planning does not exist. Some scientists call it a paradigm change or a “turn to strategy”, which implies analogies to management and organizational theories. In contrast, others see strategic planning as a part of already existing planning approaches. The correlation between planning theory and planning practice appears unresolved, as a structured empirical foundation of a theoretical approach, as well as planning theory in general, is more or less pending. With that said, the main focus is placed on the analysis of its impact of planning, the implementation of strategies and its application. The argument is that a comprehensive evaluation could add to the further development of planning theory and its discipline. The goal of this thesis is to deepen the knowledge of the impact of strategic urban planning, and to reflect on this topic by considering its theoretical foundation. Throughout the research the focus is placed on the actual implementation and application of strategic urban planning, within the field of housing, in the growing cities of Frankfurt am Main and Münster, Germany. The thesis focuses on finding the potential correlation between the actions taken by the stakeholders and the municipal strategies, in regard to housing and development. With multiple linkages to other disciplines as well as learning potentials an interdisciplinary approach is undertaken. The main results of the analysis show that strategic urban planning has limited effects. Strategy application is influenced primarily by the strategic discourse as an important reference frame for action. Strategy implementation is to a special degree influenced by the institutional context, as well as a line of system parameters that affect the actions taken by the stakeholders. Practice is continuously shaped by rational and incremental elements, whereas the latter creates notable impact on strategic urban planning in the field of housing. A direct implementation of strategic urban planning, as wells as a long-term effectiveness should not be expected. Against this background, the role of planning and processes within strategic urban planning require continuous reconsideration and adjustment to local parameters.
