Performative Bürger*innenbeteiligung in Stadtentwicklungsprozessen : Eine Bewertung performativer Beteiligungsprozesse und Analyse ihrer Elemente und Konsequenzen

Abstract

Beim Thema dieser Bachelorthesis handelt es sich um den seit einigen Jahren in der Planungstheorie diskutierten Ansatz der performativen Planung als eine neue Möglichkeit der Partizipation in Stadtentwicklungsprozessen. Dem Planungsansatz liegt ein Perspektivenwechsel mit Fokus auf der Zivilgesellschaft und ihrer Selbstermächtigung zur Raumaneignung in der Stadt und direkter Teilhabe an Entwicklungsprozessen zugrunde. Es steht hierbei das gestalterische Tun am Planungsort selbst im Mittelpunkt der Partizipation. Dieser Planungs- und Beteiligungsansatz wird in dieser Arbeit auf seine spezifischen, prägenden Elemente untersucht sowie auf mögliche Folgen und Konsequenzen für die Beteiligten und den Prozess. Die Umsetzung performativer Beteiligung wird außerdem in drei untersuchten Fallbeispielen bewertet. Bei den drei Fallbeispielen handelt es sich um die Projekte „Dietzenbach 2030 - definitiv unvollendet“ in der hessischen Kreisstadt Dietzenbach, „Nachbarschaftliches Engagement für Viele am Hörder Neumarkt“ im Dortmunder Stadtteil Hörde sowie um „Stadtkrone/Bürgerpark Maria Lindenhof“ in der Stadt Dorsten. Die Analyse dieser drei Beispiele generiert die Ergebnisse bezüglich der Elemente, Konsequenzen und der Bewertung performativer Beteiligung in Stadtentwicklungsprozessen. Die Arbeit stellt einen Beitrag zur Debatte um diesen Planungs- und Beteiligungsansatz dar.

The topic of this bachelor thesis is the approach of performative planning as a new possibility of participation in urban development processes, which has been discussed in planning theory for several years. The planning approach is based on a change of perspective with a focus on civil society and its self-empowerment for the appropriation of space in the city and direct participation in development processes. Here, the focus of participation is on creative activity at the planning site itself. This planning and participation approach is examined in this paper for its specific formative elements, as well as for possible consequences and implications for the participants and the process. The implementation of performative participation is also assessed in three examined case studies. The three case studies are the projects „Dietzenbach 2030 - definitiv unvollendet“ in the Hessian district town of Dietzenbach, „Nachbarschaftliches Engagement für Viele am Hörder Neumarkt“ in the Dortmund district of Hörde, and „Stadtkrone/Bürgerpark Maria Lindenhof“ in the city of Dorsten. The analysis of these three examples generates the results regarding the elements, consequences and evaluation of performative participation in urban development processes. The paper represents a contribution to the debate on this approach to planning and participation.
